Notes and Observations Of Light Rail Line 2

The April 27 ribbon-cutting for opening Light Rail "Line 2" was an historic day in Redmond.  The ceremony took place at Redmond Technology Station. Misty, 50-degree temps didn't stop the rush of thousands eager to experience their first ride on the Eastside.  My wife Pam and I had a terrific time!

The 6-mile, 17-minute trip from Redmond to south Bellevue had eight fun-filled station stops.  By far, the Overlake Village Station had the most exhibits, entertainment and food choices.  Unfortunately, we didn't have time to fully immerse, but I do have a few notes and observations to share:    

> We arrived to the garage early, taking a long stairway down to the lower level and a waiting food truck.  We passed a sign posting the 11:17 ribbon cutting.  Stairs up to the platform were long and arduous even for pickleball players like us! We are in the our 70's and puffed. The stairs didn't seem built with seniors and families in mind. The garage has an elevator though.  (The median age in Redmond is 34 years and Line 2 mostly serves young Microsoft employees.)  

> Before the ceremony we chatted with David Carson, a recently retired 16-year Redmond councilmember.  He's a Board Member for the Redmond Police Foundation and trying to develop two start-ups.  At the ceremony, David was publicly recognized by the RedmondOneChamber for his work on the Foundation.  

Kristina Hudson, the CEO of OneRedmond also stopped by.  Among other things (more important than I know) she organized  Microsoft -  Centro Cultural Mexico and vendor events.    

> Before the ribbon was cut, we scurried and caught the last car of the first train!  Coping with a delay we had opportunities to chat. Many cultures and languages were seen and heard. People jockeyed for any place they could find. Seniors found their seats and wheelchairs their space. Few toddlers.  After a 40 minute wait the train was off with a short studder-step and cheers.  The train was remarkably clean and surprisingly smooth running.   

> Most of the greenery was near the South Bellevue, Wilburton and Spring District stations.  I was surprised to see so many trees along the way.

> Safety of course, is of utmost importance.  According to Jason (in the picture) four INTER-COM Security officers are contracted by Sound Transit to work each station.  Jason mentioned, eventually police will patrol each train; paid by Bellevue, not Redmond.  "Ambassadors" dressed in yellow jackets document non-paying riders.  After four warning / violation interactions non-payors are fined. 
  

> We were bothered that residential, commercial, apartments and small businesses didn't appear clustered (yet) around the South Bellevue, East Main, Wilburton, Spring, Bell-Red stations. Are the stations ahead of their time?  Will it take decades and even more tax dollars for densification to catch up.

UPDATED 1/29/24: Pearce PRD Deforestation Rivals the Devastation of Group Health's Tree Habitat

In 2007, I made two trips to Sigmund and Werner's house to commiserate with them about their severe loss of a forest bordering their property.   Losing a neighborhood forest and it's wildlife is close to losing and mourning the loss of a dear friend. It hurts and it takes time. I know this from the Education Hill Perrigo Heights clear-cut. Sigmonde showed their pictures and I listened. She took me on hurried walk through the forest before the clear-cut. It was all over in just a few days.

The photograph of this urban Bobcat was taken by Werner & Sigmund. Their home borders on a North Redmond 18-acre forest.  Over 300 mature trees were cleared for 76 single-family homes with lot sizes ***4000 - 22,000 SF, according city documents. The project (178th Ct. NE & NE 116th St.) is known as "Pearce PRD" and is one of many environmentally sensitive projects in Redmond developed by Eric Campbell's Camwest Development, Inc. of Kirkland, WA.

According to a "Wildlife Study Report" filed by wetland , wildlife, and forest consultant Chad Armour, LLC on January 20, 2007 "the site may have the potential to support as many as 68 different species of wildlife". Sigmund has also observed coyotes and deer in her backyard and there have been neighborhood reports of *black bear. Where will they go?

Camwest paid an arborist for a tree preservation plan required by city permit. The arborist reported that 294 significant trees were clear-cut. That's 54% of the 489 significant trees on the project. 39 Landmark trees were presumed removed.  Landmark trees are supposed to get special protections. (see Councilwoman Kim Allen's statement, below).

Chad Armour made two brief site visits. Among Mr. Armour's qualifications, he is a "certified wetland delineator" and has a certificate in commercial real estate. He was hired by Camwest to write environmental reports for the city land use permit. 

Mr. Armour reported: nine wetlands and 20 State Priority habitat tree snags, ideal for Pileated Woodpecker nesting. He identified a foraging P. Woodpecker, and a Great Blue Heron "in the vicinity". The Great Blue Heron is valued by the State and Redmond as a Priority Species of Local Importance. Nesting P. Woodpeckers are potentially endangered and have protections when nests are present. I was told by a resident Armour spent only several hours during each of his two visits to the site.

Mr. Armour stated a heron rookery is located about one mile SE of the site. City planner Cathy Beam indicated months ago these eastern rookery nests were vacated. Mr. Armour also noted a stream map indicating coho salmon migrate to within a few hundred feet of the project site. A tributary to Bear Creek and two ponds are present.   

Obviously, significant and devastating deforestation of  "urban open space" has occurred. Habitat destruction was far more extensive than Camwest's Tyler's Creek and Perrigo Heights developments. Fortunately, Camwest does a good job restoring and enhancing their streams, wetlands, and forest buffers. However, according to the neighbors, the development will be setback only 20 feet from their properties and exposed neighborhood trees will be endangered by resultant high winds.

Councilwoman Kim Allen is to be commended for speaking up for the neighborhood during Werner's Landmark Tree Exception appeal. Councilman Richard Cole appeared insensitive during reconsideration of the Landmark Tree appeal stating Werner was slowing down the project. Ms. Allen is a qualified lawyer and is a strong council advocate for "green" protections and standards. ** Ms. Allen's statement urging amendments to city tree preservation standards are below. The city is holding a Community Meeting on Thursday, 7/28 to ask for ideas on how to improve Residential Development permitting. **'Councilmember Allen read a written request to the staff as follows, 'Tree retention is an expressed value of the citizens of Redmond articulated in the Comprehensive Plan, Neighborhood Plans, and community meetings. Redmond’s tree retention law reflects that a detailed and thoughtful analysis by the Administrator of what should be a detailed and written account of extraordinary circumstances is required to justify the felling of any landmark tree or drastically reducing our declining canopy. In this case there is no record of that detailed analysis by staff which does both the staff and the citizens a disservice. Our Code Administrators should begin to provide a written and detailed analysis of their reasoning on all of these exceptions to our Tree Retention Ordinance and that the code should be amended to provide notice to adjacent property owners when such a request is made.' - contributed by Werner

QUESTIONS:  Was off-site mitigation required?  It not, how where were they replaced? PRD' appeals are Quasi-Judicial. Was there adequate notice?  Tom Hinman, a respected planning commissioner, influenced the city years later to map significant and landmark trees on the Notice of Application. Why did it take so long?   In 2022, Tree Regulations were updated to protect/preserve Redmond's remaining trees on private properties.  It's 2024 and the updated tree regulations still haven't been implemented owing to legal issues Kirkland is facing. No comment.

UPDATED: Second 8-Story Building Planned for 80th & Leary

Excellent project!    Design Review Board 1 Presentation  Listen to the presentation!

Councilmember Vanessa Kritzer has been a strong advocate for more day-care space in Redmond. The Design Review Board reported day-care space is planned for this project!  Massing of the prominent Redmond Grand apartments on 166th and Redmond way is terrible.  This particular project (west & adjacent to the 8-story "Arco" project) has very creative architecture helping to reduce the massing affect.  Harvey Fairbourne, the new owner of RTC could learn from this exciting new project.

16310 NE 80th ST (& Leary) is a new proposed 85’ tall, 1.18 acre residential apartment building located on 80th Street in downtown Redmond, WA. It is comprised of 8 floors above grade, one level below grade totaling 347,713 sf with 260 parking spaces and 270 residential units. It includes a 5-story wood-framed residential tower above a 3-story concrete podium. Ground level uses include residential lobby/lounge, units and indoor open space that serves the neighborhood, as well as residents.

Atmospheric River Flooding Event in Redmond, 12/5/2023

The December 4-7, 2023 atmospheric river dumped almost four inches of rain at SEA-TAC.  Peak rainfall was 1.83 inches on December 5th and 2.07 inches on December 6th.  


This video was taken just north and east of the Redmond Safeway store.  The city closes the trail during floods. The Avondale Bridge crosses Bear Creek upstream.  The bridge is a good location foe salmon watching. Deer have been seen in the riparian behind Safeway. It's also a hangout for homeless neighbors.  

This photo shows flooding south of Redmond Way behind Overlake Urgent Care.  Bear Creek is barely be seen in the distance, where the rusty bike/ped bridge ends. In preparation for light rail, the creek channel had to be altered, restored and the riparian was enhanced with tiny trees and shrubs.  White irrigation pipes were installed for the summers.  A video of flood plain activity is here.

About forty of us  on October 28th planted ~ 400 trees to replace the secondary growth, Douglas Fir dying from root rot.  An earlier planting failed from drought.  The city will water this summer.  We planted shade tolerant, hemlock, cedar and pine. Pam and I are standing next to orange-tagged saplings yet to be planted.

Downtown Monotony

construction and part of the project.  The remaining orange vapor barrier film is being covered with more drab materials.  See the small cranes at work?
 
The mixed use "Grand" building will house 1,2,3,4 bedroom apartment units and first floor retail.  It's right in the center of town at the Redmond Way / 166th Avenue and replaces Redmond Square retail mall.  Trees were once visible here.  

Last month, the planning department distributed a questionnaire with pictures of different building designs. Believe it or not, there are still many large projects in the pipeline. Please take the survey!  

Who was our mayor in 2008?  Mayor Ives / Mayor Marchione?  Building design surveys, open houses, and workshops should have been done ~ fifteen years ago.  As is, we will have to live with this and other high profile ugly buildings with no art for over ~ 50 years.  😮

Redmond's Downtown Building Designs

The city wants to
talk about Downtown architectural and building designs for new development. Help them plan the buildings of 2050.  The 23-acre Nelson downtown village stands out. Townhouses and triplexes are planned for the residential neighborhoods.  Overlake-south will have two new villages.  

Tell the city what you like and don’t like in architectural and building designs.  23 building designs are displayed for your opinion and comment.  Add your own ideas for Downtown buildings and comment on the designs.

Dr. David Morton Accepts the Climate Action Challenge

The Redmond Climate Action Challenge makes it easy and fun to reduce your environmental impact. By taking the Redmond Climate Action Challenge on October 4, 2021, my wife Gail and I have reduced our annual greenhouse gas emissions by 4.8 metric tons. We selected the actions specific to our journey, tracked our progress, and watched our carbon footprint decline as we made changes at home.  Here are some actions we’ve taken:

1.      Reducing air travel by 9,000 miles per year saves us 7,200 pounds of carbon dioxide equivalents per year. We mostly stay local, but in 2021, Gail made a round trip to Portland in her 2018 Hyundai Ioniq hybrid, and I made two round trips to Renton in my 1990 Geo Metro XFi. Zoom and Microsoft Teams make it unnecessary to do a lot of flying and driving.
2.      Nature has replaced 3,000 square feet of our lawn with drought-tolerant plants like buttercups, dandelions, clover, and blackberry. Although they are non-native and invasive, they require zero watering, minimal mowing with a manual reel mower, and provide nectar and pollen for bees. This saves 42,600 gallons of water a year and earns 4,260 “Sustainability points.” The 40,000 sq. feet of forest that we have been allowing to grow on our property since 1994 has removed more carbon dioxide from the atmosphere than our cars have released into it.
3.      By adopting smart driving habits, we save 110 gallons of gas and 2,960 pounds of CO₂ equivalents a year. Avoiding heavy acceleration, coasting when possible, light braking, and driving the speed limit help a lot. I turn off my car when stopped at traffic lights; Gail’s hybrid does that automatically. My car has no gas-guzzling air conditioner. And I regularly service our cars and keep their tires properly inflated.

Street Trees, Wide Sidewalks Threatened By Proposed 4-acre Project

Mature street trees line the roads surrounding the proposed 8-story, 700 unit downtown Chelsea project.  These street trees have grown into beautiful significant trees, but unfortunately their roots are buckling and cracking the sidewalks. Before Council holds their Hearing on this development, I hope they will encourage Mayor Birney to design wide enough sidewalks for planting replacement street trees.  We are losing urban canopy.

The wide six-foot sidewalk on 164th and 14-foot sidewalk on 83rd Ave. is threatened by this project.  The city acknowledges the "level of traffic stress" for bicyclists and pedestrians increase when sidewalk widths are reduced.  Wide sidewalks promote bicycle/scooter/wheelchair mobility, make room for street trees and raise the level for safety for all.

UPDATED, 3/27: Green Rooftop Camouflages House, Contributes To Sustainability

Walking around the Education Hill neighborhood this Spring day we noticed this house had a green and grey roof.  It seems to be holding up quite well. Council Member Jessica Forsythe and others constantly ask the Mayor for green rooftops on new buildings. A tiny green rooftop is planned for the Senior & Community Center.  The city compensates developers for Landmark Trees by "Exceptions."  The same should be done for green rooftops, perhaps as a small amenity.

Updated Opinion: Woodinville's Attractive Downtown Is Well Designed, Redmond Is Working On It

We live in "unincorporated Woodinville" and had the occasion to drive through downtown Redmond for the first time in a while. Holy cookie cutter, I haven't seen so many gray apartments lined up one after the other along a major thoroughfare, with almost no setback from the street for trees. Either the council or the Community Development department failed residents of the city. I'm not sure why every building has to look exactly the same with almost no character or distinguishing features? Housing was needed, yes - but downtown Redmond now feels soul-less. Gone are the days where you could grab cheap eats at Herfy's or Frankie's. Now you're stuck with expensive restaurants sitting in the first floor retail spaces of these apartment buildings, if they're lucky enough to be able to pay the rent these spaces charge. I get it - old strip malls are eyesores, but they often house popular businesses that would otherwise be unable to afford higher rent. On the other hand, I have been super impressed with what Woodinville has done with the schoolhouse district and Woodin Creek areas. It actually feels like it has character and it has adequate parking for the retail that's there. The Molbak's redevelopment seems encouraging and hopefully it can continue the trend in that area. That actually feels like a place I would want to live if I was single and wanted an apartment or if I wanted to downsize. Redmond does not.

UPDATED: Mayor Angela Birney's 2022 Year-In-Review

Hello Residents, 

Different cultures celebrate the start of a new year in very distinct ways. For most, it's a time to rejoice, pause, and reflect on the past and future. A sense of normalcy returned in 2022 and provided an opportunity to build upon the lessons learned over the past few years. We have so much to be thankful for in Redmond, and I'd like to share some of the City’s accomplishments this past year: 

Environmental Sustainability: In the area of environmental sustainability, we worked with the community to preserve and enhance our natural environment. And now it’s easier than ever to see that progress through our new Environmental Sustainability Data Dashboard. We completed a Climate Vulnerability Assessment to advise our long-range environmental planning efforts. And we partnered on programs and challenges to bring resources to you, such as the Redmond Climate Action Challenge and Energy Smart Eastside. Together, we planted trees, shrubs, and ground cover to expand and enrich Redmond's natural environment. 

Connected Community: Creating connections and opportunities in our community continues to be an ongoing priority. Thousands enjoyed the return of Derby Days and the new elements to Redmond Lights. The City awarded lodging tax funds to over 22 Redmond events, and the Parks and Recreation Department returned to full in-person programming last year. We broke ground and are making tremendous progress on the new Redmond Senior & Community Center, which will soon offer arts, events, and recreational options for residents of all ages.

Infrastructure: City staff continued to work with and support Sound Transit’s light rail project in Redmond, bringing dependable access and connection to the region. And we continued to invest in our infrastructure by completing current projects and being awarded nearly $4.5 million in grant funds to leverage other transportation projects.

Redmond Resident Reinke Reports Destructive Beaver Chewing

Thanks for the photos John Reinke.  Yes, sometimes the beavers figure out a way to get over/under or crush the caging we put up, especially older cages. Because of all the recent beaver activity along the trail, over the next few weeks, the City’s WCC crew will be installing some new cages and improving older ones between Redmond Way and 90th Street. This has more to do with public safety along the trail versus trying to stop the beaver from felling trees altogether.

 

All of the Red alders along the trail and Sammamish River are volunteer trees (planted by mother nature not us), and for the most part we are ok with those being taken down. It makes the shoreline more complex and provides a little more space and light for the long-lived conifers. Because the beavers are chewing a lot of trees right along the trail though, we are going to try and encourage them to leave those alone and choose trees that won’t fall onto the trail.

Two, 8-story buildings are currently zoned for Redmond Town Center. 
Scale, massing, and village character are important considerations that may raise or lower the acceptable height.  To incentivize the Applicant (owners) to build up to a maximum of 12-stories the following benefits could be considered:

7.City "Safety Station" maned to oversee the light rail station, homeless, and Lime bikes.

8. Benefit:  Community WiFi and coffee plaza / visitor center kiosk.

9. Benefit:  Community bike repair, e-bikes, washing and charging stations.

10.Benefit:  City stoplight at SR520 / Bear Creek gateway to parking areas.

11.Benefits:  Architecture, significant cultural art, pedestrian sidewalks safe from scooters, plazas, alleys, setbacks, dynamic water feature.  

12.  Wayfinding, dog-sitting, mini dog park with wash, food trucks. (whistles and bells)

A  RESIDENT'S COMMENT TO THE PLANNING COMMISSION: 

What are "the benefits" residents will receive by agreeing to additional building height?  And, how high can the Applicant (Owner) build?  I've heard the Planning Commission and high-level staff are seriously considering 30-story buildings in Overlake Urban Center. They don't have an aquifer to worry about up there.  I've learned the Owner is very concerned about the aquifer interfering with his ability to build subterranean parking. So what are the benefits residents could receive if we give the owner one, two or three stories for above grade parking?  We should  be prepared for a maximum of 12-stories if not an additional 1-2 stories. Growth wins.  

Generous affordable housing is a mustThree and four room apartments for families, please. Other benefits:  8-10 foot pedestrian lit sidewalks with landscaping on either side, leading to plazas and alleys, children's play areas, a park for small dogs, food truck facilitation, outdoor art, interactive water fountains, covered retail and open space for community performances. Adequate street lighting. The scope and massing of two 12-foot and up buildings must be balanced and fit well.  Set-backs similar to Kirkland buildings.  Limit shading.  Wide mobility corridors connecting to Marymoor Village. A stop light at the SR520 Bear Creek Gateway.  Significant and creative landscape, trellised with green walls and green rooftop patio amenities.  Common areas within the buildings have cultural artwork. Walking tours to Lower Bear Creek look-outs. 10-foot plus street trees are necessary. A satellite "Safety Station" with police and mental health specialists overseeing the light rail station and e-scooters.  It's important the Redmond Town Center redevelopment be in character and compatible with the Legacy Nelson Village and the historic district. This could require 1-2 open houses.  If it's decided Nelson or RTC will be eclectic or have some other theme, then the Director of Planning should hold fast to growth unlike at Marymoor Village.  I have no problem with 12 stories if the Applicant provides most of these benefits, whistles and bells.  I don't think they should benefit from any more than two above surface parking levels.  Archer Hotel didn't benefit.

The City is not transparent about the "starting story" and maximum building height.  You have to dig into RZC 21.10.050  "Town Center Regulations and Incentive Standards"  to find the minimum and maximums.
