REPUBLISHED: New Parks position is approved - Non union city salaries posted

UPDATED OPINION7-9-12  As you know, Redmond has many parks and more are in the making.  In the formative stages are the expensive Downtown Park, the controversial Redmond Bike Park and the creative-art focused *Linear Connector Park following the Burlington Northern corridor and the "String of Pearls Parks" of rural SE Redmond.  Any others you can think of?

City Council voted silently tonight (4/17/12) to create a new Parks position titled "Parks Planning and Cultural Arts Program Manager" to help carry the load.  The Administration is reclassifying a  non union Senior Parks Planner to the new position.  It will pay $108,972 at the top tier. HR Director Kerry Seivers wrote: "The duties of the Senior Parks Planner position will be absorbed by the new manager position as well as other Parks positions.  There will not be any additional positions created."   

Last time I checked, Carolyn Hope (Linked-In) was a Senior Parks Planner managing these massive parks projects. She works very hard and is very bright.   Ms. Hope is worth every penny we pay her and perhaps she will be promoted to this new position. 

Council is also glancing at the non union city employees salaries already approved.  Twenty-five positions and salaries are listed below.  Non union city workers are awarded performance incentives and their benefits package average about 30% of their salary.  I'm quoting top tier since the total increment is only $1-3K and doesn't count incentives.

BMX Bike Park Update

Dear Redmond Bike Park Followers,
As you may remember, both the Site Plan Entitlement and SEPA Decision were appealed in 2011.  The appeal process went through the Hearings Examiner, the Redmond City Council and ended up in King County Superior Court.  Before the court heard the case, the City and the appellants reached a settlement agreement.  The plans and permits that were submitted to the Technical Committee this month address the settlement condition terms.  The final plans are provided on the City website. After January 1, the Planning Department will issue a 21 day public notice and comment period on the project, per the zoning code requirements. 
 
If there are no comments or changes to the plans, the City would plan to begin trail building workshops and construction in May 2014.  Assuming we have sufficient volunteers and lead trail builders, it is possible that construction could be complete in two to three months.

A downtown "nature walk" -- and talk with Council member David Carson

My daughter and I took a walk down Education Hill to Frankies for lunch, then Target, then Avondale to 180th, up the Ashford Trail to Perrigo Springs, past the Redmond Bike Park and home. (Beloved Frankies, the Italian restaurant icon is going to be demolished in October to make room for a hotel.) The Avondale stretch was congested and noisy as usual.  But we were surprised the sidewalk took us on a bridge over our magnificent Bear Creek!  Incredible how nature was only a few yards from the arteriole. To me, Bear Creek, Evans Creek, the Sammamish River and the green ring of conifers surrounding the city are what makes Redmond special.

At the half way mark of our walk, we stopped at Kringles Bakery.  I had never been inside and was curious.  Guess who we found with his computer?  Council member David Carson!  He must have talked with Lexie for 25 minutes. Homeless encampments, the Landing, downtown development, the EvergreenHealth Board expansion, and the Design Review Board were a few of the topics he touched on with me. Then, David got into his love of motorcycling and all the places he's traveled. He's clocked 40,000 miles on his chopper.  Montana, Idaho, Canada, Oregon and on.

Bakeries and any coffee shop other than "Charbucks" are his favorite hangouts...breweries too.  He likes the "savory" food of independent coffee houses and the whiskeys at Woodblock Redmond.

Redmond Bike Park Work Party This Saturday

Trail Builders needed this weekend!  We will be re-working some of the jumps on the Shredmond jump line and fixing some drainage issues on Easy-A.  Our Work Parties are a great time to learn about jump building, get some great experience then ride with people that know how to shred!

Education Hill Neighborhood Association poll recommends a "neighborhood center" at Hartman Park


Letter submitted to the Mayor and City Council during "Items from the Audience." 

As a member of the Education Hill Neighborhood Association, (EdNA) I can’t thank you enough for the terrific job you’ve done building and maintaining our parks.  I want to encourage you to budget to replace the Hartman Pool (on Hartman Park) with a neighborhood community center.  Promotion of a neighborhood center in Hartman might dovetail with your downtown recreationcenter promotion…. and help to move it forward.   

Yesterday, a poll was taken on the EdNA site asking members what they’d want on the Hartman Pool site when it’s demolished.  

Of 573 association members. 95 members participated, including Metropolitan King County Council member Kathy Lambert.  In short, the poll and threads indicated over 70 of the members would accept, and most would want, a neighborhood center as long as the trees are saved.  Interestingly, only 5 members wanted a new pool.  I swim laps and wouldn’t mind giving it up to take a morning walk and meet my neighbors over coffee.

UPDATED OPINION, 11/7/2021: What Will Redmond Look Like In 2050?


Is it too late to make the massive 22-acre downtown Nelson "Village" palpable and resident friendly or will our elected officials cave to this developer?

In 2007, Redmond hired consultant Guy Michaelson from Berger Partnership of Seattle to give a vision  and suggestions for the development of Downtown Redmond.  Below, are two points he made, salient to Redmond 2050:

Guy emphasized the importance of "promenades" for connecting a hierarchy of streets. Promenades are not boulevards but important avenues with canopy and wider (20')sidewalks.  The Parks Director and Mayor Ives talked with excitement about street-side cafes, book stores, spilling over onto wider sidewalk promenades. (Thank you COVID for the later.)

Guy suggested improving the "green ring" along the Sammamish River by softening the eastern slope of the river with a more gradual grade to "get out of the ditch". He suggested building a bike/running trail on the west side to allow for more passive activities on the eastern slope. He thought Luke McRedmond Park had great potential. [He failed to point out King County has jurisdiction over the river corridor.]

Mayor Birney and Council, please zone for greater use of promenades, wider sidewalks and bike lanes, specifically in the Nelson Master Plan and SE Redmond Neighborhood (where new schools are planned.)  Thank you.  B. Yoder

Phase 2 construction of the Redmond Central Connector advances

Several amenities are only minutes from the trail by bike at this 95th Street location.  Black Raven Brewery, Hi-Fi Brewery, Eastside Gym, Willows Deli  Good stopping place!

This Redmond Central Connector is the artery of the City that links Sammamish, Redmond, and Kirkland and knits together Redmond Town Center, historic Downtown, Grass Lawn neighborhood, and Willows business district. (COR)

Redmond's Senior Park Planner, David Shaw is the narrator in this city video.  He works closely with Carolyn Hope, Manager of Parks and Culture.  Both designed and built the Redmond Bike Park.  David managed the construction, recruiting and directing scores of volunteers. (The Randall family was at the core of the park's development. Councilmember Hank Myers put in a day or two of shoveling.)

Invasive black-topped service roads form the backbone for our city park trail system. Is there an alternative?

The city plans to install a back-topped asphalt trail through the Leary heron rookery forest

12 foot black-topped road is planned for this new trail by the Leary Avenue heron rookery. Less invasive soft surface trails, as in the small picture on the right, would be more aesthetic and more forgiving of the trees -- especially trees remaining on the trail to control bicycle speeds. Water will be blocked off by impervious black-top, threatening these trees. The three small pictures are of ADA approved trails where narrow bicycle and wheelchair tires can be used. ADA crushed rock trails are pervious to rain, more eco-friendly and less envasive.

Less invasive, eco-friendly, ADA approved trails could be installed by this forest remnant but the city rejects this idea thinking: 1) bicycles, strollers, and wheelchairs need black-top surfaces and 2) grant money is not available. In the two Park's Commission meetings I've attended the Park's department never seriously evaluated the viability of eco-friendly crushed rock trails. Pervious, crushed rock trails will support wheels as narrow as a wheelchair. Several companies specialize in eco-friendly trails - a description of Enviroseal, Inc. trails is found on their Environseal website.

The Parks Dept. has an opportunity to install an ADA eco-friendly trail at Idlewood Park and this rookery, as beta sites. If we don't evaluate these trails soon all of our park trails under development and future park trails requiring a "backbone" will be paved over with asphalt. Is this what we want as Redmond pushes to Go Green?

"The trail through the woods will be a connection from the 520 bike trail and the Sammamish River trail northward to the transit center on NE 83rd St. The Northward extension of the bike lane will occur under the next phase of the project, which will build the 161st Ave NE connection. At the south end of 161st and the north end of this woods trail, we are constructing a plaza." Lisa Singer, Project Manager, Bear Creek Pkwy Extention

This trail is an excellent connector for circulating bicycle and pedestrian traffic away from busy downtown; though it is unfortunate 25 trees had to be removed. As you can see from the photo, Parks Dept. scattered a few trees on the trail to slow bicycle speeds and improve aesthetics. Nice touch.

(1) The heron rookery has been inactive with no colonies present for over 3 years. The heron you see in Redmond migrate from Issaquah rookeries to forage for food fish and small mammals. I hope the city will cooperate with Issaquah to protect our source of herons!

Redmond's "Verde Esterra Park" Is 644 Units With A Bicycle Shop

The vision
Capstone designed the park and ran it past Council and Parks & Trails Commission.  The City won't maintain it. 

The last phase of Esterra Park, the 28-acre mixed-use redevelopment of an old hospital property (Group Health) in Redmond, will be carbon neutral. This phase includes an office building leased to Microsoft, which has a stated goal of operating as a carbon negative company by 2030, more than 600 apartments and the overall project's centerpiece, a 3-acre park.

Redmond Bike Park Construction in Full Swing

The Redmond Bike Park construction is in full swing today after their volunteer meeting last night.  The volunteers and city crew will be out again tomorrow, June 14, and June 28-29.  The volunteers are in the woods today cutting branches and loading them into a truck while a tractor moves earth.  Later they will help to build the dirt jumps.

UPDATED OPINON 10/26: Seattle Times Spotlights City Of Redmond Planners

Under construction, Redmond Square Apartments (aka The Grand) located in the heart of Redmond (Redmond Way and 166th Avenue NE); narrow sidewalks, limited bicycle infrastructure, pedestrian and street shadowing, flat facade. Legacy Partners ($3 billion) partnered with a Bejing-based company to build this monolith. They didn't partner with the community as are the Redmond Town Center owners. 

Below are excerpts and highlights from Gregory Scrugg's Seattle Times October 10, 2023 opinion: 
"Redmond Could be a Model for Re-inventing Suburban Downtowns."  Mr. Scruggs is their outdoors reporter. The story primarily focuses on multimodal transportation in Downtown Redmond, not building design or character.  

"As Redmond has grown to 76,000 residents, a proper downtown has sprouted up around the city center’s handful of pre-World War II buildings. This kind of reinvention is happening around Puget Sound and across the country, a phenomenon called “retrofitting suburbia” in a 2008 book of the same name. Some argue multimodal Redmond is a national model for the trend.

Planners like the city of Redmond’s Jeff Churchill are tasked with a tricky job: figuring out how to revamp an outdated, car-dependent suburban template into a place that’s easier to get around on foot, bike or transit.

“The vision for this area becoming what it’s becoming has transcended multiple mayors and city council members,” Churchill said. “It’s been a very durable vision with a fair amount of buy-in.”

** “We’re going to put all our growth into downtown,” Churchill said. “That’s been the plan since the 1990s.” 

Civic interest in Redmond’s future remains high. On a September weeknight, several dozen people — local residents, civil servants and elected officials — joined advocacy group Move Redmond to see highlights and lowlights of navigating downtown Redmond on foot. 

The existing transit center, where express buses whisk residents to Microsoft’s Overlake campus or further along Highway 520 to Bellevue or Seattle, generally won praise. A curbless shared street between two apartment buildings, also known as a woonerf, elicited interest. A block lacking sidewalks near the new light-rail earned a “thumbs down.”

“Redmond is a suburb but downtown is trying to be a city,” Stevens said. “But it could be so much more.”

For example, Redmond touts itself as the bicycle capital of the Northwest, with its annual Derby Days races and its cycling velodrome at Marymoor Park, but on-street bike infrastructure is lacking. 

“I’m comfortable riding in the street, but I want the kids I see riding on the sidewalk to feel comfortable being out on the street, especially because that’s something cool about Redmond: families are living downtown,” Stevens said.

These were the kinds of insights that Move Redmond Executive Director Kelli Refer hoped to hear. Folks are eager to see what’s next, provided downtown Redmond keeps sticking with the plan.

That kind of steady hand offers lessons for retrofitting suburbs everywhere.

“Redmond is setting itself up to be a national model,” Refer said."

** Redmond 2050 is evaluating higher densities by allowing taller buildings (generally between 10 and 19 stories depending on the Overlake station area). Savvy builder is proving that "Green sells".

Sometime within the next 2-3 years a mixed-use "residential-business" complex could well be built in SE Redmond adjacent Marymoor Park and the Sammamish Trail. (6089 - 6213 East Lake Sammamish Park.) "Marymoor Park Place" will be 2 buildings, 4 stories tall, with business use on the 1st floor and 50 multi-family residential units on floors 2-4. 10% of the units will be "affordable". A photo and vicinity map of the triangular project site is found here. The triangular site is south of Les Schwab.

But the Peter Chee landowners/developers have a few hurtles to overcome before they can build:

  1. They are asking the City to change the zoning for that area from Manufacturing Park (MP) to Business Park (BP). This zoning change is precedent setting for the city.
  2. In April 2007, the Council voted 5-2 against the Chee's proposal for R-18 zoning. Council's reasons were a) economic diversity loss, b) use incompatibility, c) housing was not needed.
  3. Council and Planning Commission must approve both the zoning change and the mixed-use project.

The Chee family are savvy developers. To sell their program, the Chees are taking full advantage of the city's "Residential Green Permitting Program" and community recognition for the values of sustainable living. They are focusing on a sustainable site, as follows:

  1. "Hardscapes" (impervious surfaces) are reduced by building underground parking.
  2. Drought tolerant plants will be used. Leyland Cyprus will buffer noise from the manufacturing zone.
  3. Solar PV panels will be installed on the roofs - 30% power will be conserved.
    30-40% energy consumption will be saved by using LEEDS approved light fixtures and occupancy sensors.
  4. Over 90% of construction debris will be recycled. Extra insulation and laminate windows will reduce sound and energy waste. Less toxic and volatile glues and paints will improve air quality.
  5. The Chee's property will achieve a LEED'S Gold Award for sustainability -- one level higher than City Hall's Silver rating.

Taking advantage of their proximity to the Lake Sammamish Park Trail, the Chees expect residents to bike to work and play. The Chees plan for locked storage of bicycles to encourage trip reduction.

MP will have to be rezoned to BP to make the project work. Manufacturing (MP) is not attractive in Redmond. Rents are two times less expensive in Kent and Auburn. The Chee's BP zoning will allow for a wide variety of choices for businesses and bring new jobs into Redmond. The Chee's Marymoor Park Place will be right at the Gateway into SW Redmond. They say their BP mixed-use buildings will be more attractive for our Gateway that manufacturing. Who could doubt that?

The Chee's project seems a no-brainer. The City and it's leadership has changed since Council's decision two years ago. Existing manufacturers in Redmond have had plenty of time to lobby for preservation of Manufacturing zones. But, land costs are high in Redmond. Rezoning to BP is a compromise where almost everyone wins. The Chee family appear model citizens and developers who have a lot of pride in their work. We are fortunate to have them.

Running with Dogs -- Ashford Trail

Here is how the city of Redmond describes Ashford Trail 1/4 mile: Soft surface equestrian and hiking trail linking Hartman Park with Avondale Road through the Ashford Park development along 180 Ave NE.
Ashford Trail has historical roots. This short trail follows alongside Perrigo Creek, which begins at the top of Education Hill, and ends when it joins Bear Creek. Perrigo Springs, long ago, served as the source of water for Redmond. The pioneer-day Perrigo Farm on top of Education Hill used water from Perrigo Springs.

Naomi Hardy, Redmond Historical Society, contributed this bit of history: "The little Perrigo Springs was purchased by the Redmond Water Department in 1914 and was the first water supply for the newly incorporated town of Redmond. A dam was originally constructed to impound the water for storage, with the transmission main a 4” to 8” wood stave pipe. This site was Redmond’s only water supply until 1927 and served as a major source of supply until 1962. Currently the spring is still there, trickling through a small, forested valley, past the city’s Perrigo Springs Reservoir and makes its way to Bear Creek. There is a wide trail near the spring that goes up Education Hill. Hikers and school kids and the curious use this trail".

Ashford Trail before it was widened and graveled by the City
You can enter the Ashford Trail from Avondale at 180th Ave. This is the entrace to Ashford Park, a condominium community in Redmond. Just drive (or bike) up 180th Ave, until the road ends. There is a water tower (recently renovated by the Water Department) and an old concrete dam across Perrigo Creek. A camera was installed at the top of the water tower to record people who might damage the marker and Corkscrew Willow tree.  See a map of this area.

You can also enter the Ashford Trail from the top of Education Hill where NE100th St ends at 171st Ave NE. The first 1/2 mile walk is flat, then the trail sharply descends to the water tower and becomes 180th Ave NE. If this steep trail looks to difficult, you can cross over Perrigo Creek and enter the "back side" of Hartman Park. This short connector trail comes out on 176th Ave NE (King County Swimming pool is located at the end of this street).

If you are adventurous, and like a hiking challenge, walk down Avondale (south towards Redmond Town Center), until you reach NE 88th PL . Go the end of the road, and you will find a trail leading up Education Hill. You can climb back up the hill (very steep) and the trail comes out at Nike Park. My companion dog, Sadie, is good at scrambling up the steep slope, but it is slow climb for me to find my footing on the loose forest soil.

Kirkland and Sammamish are lukewarm to a community aquatic center

Prior to the closing of  Hartman Pool on June 18, Redmond City council had been actively seeking a city partner for funding a community aquatic center.  

During joint meetings with Kirkland council on May 28 and Sammamish council on June 8, Redmond floated the idea of creating a new taxing district to fund a community aquatic center.  Kirkland staff estimated a new aquatics facility would cost between $42-46.5 million.

According to the Kirkland Reporter:   Councilmember Allen said the Redmond pool was "on life support" and that recommended economies of scale between Kirkland and Redmond could pencil out.   Redmond City Councilmember Pat Vache' felt that, "Trying to combine parks departments would create all sorts of complications that we are not even thinking about," saying "Cities have different philosophies on how to run their parks."  Another issue of combining the city's Parks departments would be existing funding.  Mayor Marchione wasn't present at the Kirkland meeting. 

According to the Sammamish Review:  Council members in Sammamish grappled over the question of why citizens would want to tax themselves for a new facility when they could wait for a neighboring city to build one and go use it.  While the Sammamish council said they’d keep the idea in mind as discussions continue, their response was lukewarm.   "Read More" for my comments:

We had our first good weather in months today!  The sun even came out!  It was time to finally roll my PIM e-bike (electric bicycle) demo out from the garage.  I invited my neighbor, Richard Morris, to come over, check it out; he immediately wanted on.   Richard walks 2-3 miles everyday with his dog so had no problem climbing this gentle hill  He didn't need any power, just down-shifted some. I think this particular bike has 18 gears....just like a regular bike.

I tried the bike months ago but it was way too frigid to shift and I was in crappy shape.  I was dying to get out today to try Power level 3 since I had trouble finding it earlier.  I needed Power 3 to get up 166th.  Pam, my wife, was on me to be safe so I took 171st from the Redmond Bike Park down to Redmond El. (virtually no traffic.)   A few huffs or two and I was up.  Yikes! ...next time I'll gear up for a better fat-burn.

It was awesome to get some fresh air and see the green native-growth easement again.

Have you hiked Redmond's "Mystery Trail?"

The Redmond Parks and Trails Commission has been anticipating and planning for Redmond's Centennial Celebration for quite sometime.  A "Centennial Trail" is on the drawing boards.  It's a patchwork of hiking trails that could loop around the entire city once completed.

The Centennial Trail map hasn't been released to the public so it's length and location are unknown.  As far as the public knows, right now it doesn't officially exist.  Several "missing links" have slowed it's completion.

This final missing trail link between Nike Park and the Ashford Trail (and Hartman Park Trails) was discovered by a hiker last year near the "Perrigo Heights" development. The trail-head starts off at the Perrigo Heights sewer easement road and goes south through the forest up a series of switchbacks and small ravens to Nike Park.  From Nike the trail runs to Avondale.

Prior to construction of the switchbacks it was impossible to hike the steep slopes around Perrigo Heights development to, and from, Nike.   A citizen, excited by 'the find' reported the switchbacks to the Parks and Trails department.  Two city planners went out and took pictures. This trail link was a mystery to them!  They said it was too big a job for Parks to do.   So, a phone call was made to Camwest, the Perrigo Heights developer, since the trail link is built on their easement. The trail was new to them!

It's truly a mystery that no one will take credit for building this missing link to the "Centenniel Trail."   Do you know why?  Updated, 2/28/19:  Sections of the trail are on private property. Have you been on this trail, yet?  A tip:  Ashford Trail starts at NE 100th Street and 172nd Avenue near the Redmond BMX Bike Park.

Dear Redmond Community and Friends,
Happy Holidays to all!  I hope everyone has a safe and enjoyable holiday season.  I apologize for the length of this update but we had a lot on information to cover due to the holidays.
As you may imagine this is a busy season for all of us.  With the shopping and gift sending comes opportunities for our BAH-HUMBUG group of local criminals to get their “discount” shopping done.  I have listed a few of our holiday tips below.  The best advice is to be aware that these groups are out there.   Protect your gifts and property and make yourself a difficult target!
HOLIDAY TIPS
When leaving your car or home:
  • Lock your doors!  It doesn’t matter where you are going or how long you will be there. 
  • Secure valuables before you park—thieves may be watching you as you exit your vehicle.  If you purchase items or have valuables in your car, then put them in the trunk. 
  • Avoid parking next to trucks, SUVs, or anything that may serve as a shield for thieves.  Read More >>
