Pat Vache': Redmond Town Center's Early History

As some know, just prior to the pandemic, the Redmond Town Center was purchased by Fairbourne Properties of Chicago for $192 million.  Fairbourne's vision is to redevelop Redmond Town Center from "an auto-centric, suburban campus to a walkable, mixed-use urban neighborhood with retail at it's core. ​Light rail is a major driver.  ​

In 2022, Pat Vache', a "Founding Father" of Town Center gave testimony encouraging Council  include the founders in the development process citing their previous experience (and collective wisdom.) He emphasized the need of engagement opportunities, especially town hall meetings.

Mr. Vache' stated “Throughout the history of Redmond Town Center two issues were foremost, 1) protecting open space and 2) creating a major retail facility for all to enjoy.  If history taught us nothing else, it is clear that three elements were important then and are critical today:

1) Redmond residents want and deserve the opportunity to engage

2) A robust retail environment is a necessity for Redmond residents and the economic sustainability of the City of Redmond, and

 3) Redmond residents demand a sustainable environment, an environment characterized by trees, lots of trees and open space, lots of open space," in fact a minimum of 43 acres."

THE EARLY HISTORY - a quick story

Town Center’s modern history began in late 1978 when the Old Redmond Golf Course​ (in King County)​ was purchased by Winmar, a Safeco company.  A total of 120 pristine acres were purchased, including the 87-acre golf course. Forty-four acres would remain open space. (C. Beason played a large role in that.) The acreage was  invaluable to the community.  Open space is a very big part of Redmond culture. 

Winmar proposed development​ of the 87 acre golf course twice, once in 1979​ ​for $4 million (per Town Center Associates) and again in **1982 for $6 million ($16.5 million in today's dollars.)  Though open space was desirable,​ The Sammamish Valley News​,​​businessmen​ and many residents wanted shopping and commercial ​development.

To counter development, in 1978 a coalition of preservationists​,​ “Civic Action for Redmond Environment” (C.A.R.E.) formed to retain the golf course and influence public opinion.​  One of the C.A.R.E. Presidents Richard Grubb, Pat Vache', Arnie Tomac, Chris Himes, the Beasons and other citizen activists organized the coalition. Grubb, Vache' and Tomac became councilmembers. Himes  became Redmond's first full time Mayor.  Nothing ever came of the 1979, $4 million Town Center Associates offer, probably because of C.A.R.E.  

Pat Vache', Redmond's first planning commissioner and a councilmember of 16 years, says ​"in over eight years ​the public, planning staff, ​and Policy Advisory Commission​ had a series of public meetings, visioning exercises and just about any type of public process imaginable. Town Center didn't just happen. It has history." 

​​"Old Redmond" vs. "New Redmond" issues were reaching a boiling point. So, in 1982 Council​,​ led by Council President Arnie Tomac​ and councilmember Pat Vache',​ proposed a $6 million bond measure to “let the voters decide" if they wanted to purchase the land for preservation or take Winmar’s offer and develop it.  According to Rosemarie Ives, the 60% supermajority bond failed by 2%​.​  

Mayor Doreen Marchione is quoted in the Sammamish Valley News, “we have no choice but to annex the property for reasonable development.”  Former Mayor Rosemarie Ives​ felt the city ​should​​ have immediately​ gone out for a second​ vote​. ​ 

With that, ​​Vache' notes by 198​6​, (Ord. 1328) 120 acres were annexed from King County, pre-annexation zoning was completed, the ***Master Plan was approved, and the property was incorporated into the City of Redmond. ​ ​*Seven years following the City’s 1988 approval (Ord. 1416) Winmar didn’t develop anything with Town Center, though there still was much debate and talk. In 1994, Winmar proposed an outdoor mall of 1.3M square feet of shopping and offices. The proposal was approved by Council in 1995 (Ord. 1841.) Construction started in 1996.

This story is so interesting! As editor of the Sammamish Valley News at that time, I was deeply involved in studying the options for this property. Redmond was sorely in need of a better commercial zone….the town was growing and there really was a great need. Although Town Center perhaps failed to fulfill that dream entirely, there is still hope. The city has grown…the possibilities are still endless! I hope Redmond marches ahead, brings itself completely into this century to keep up with the vast population growth!

** The MASTER PLAN was approved in 1986:  "The design and development of this zone is controlled by a Master Plan established to ensure that development here integrates with and positively influences future development of the Greater downtown area and retains traditional building styles, street patterns, variety of uses, and public amenities."  (Ord. 1328.)  

The MASTER PLAN was scrapped in 2022.  New language:  "Design and development of this zone is controlled by zone-based regulations and additional  special design standards for development projects located within the downtown urban core."

OPINION Part Two: Thoughts on Council's Land Use Appeal Policy

UDATED OPINION, 6/13, Opinion: Councilmembers Kimberly Allen and Hank Margeson recently proposed taking the legal land use appeal component out of council's hands and into King County Superior Court. As Mr. Margeson stated, it's the Council's job to write policy, not to interpret it. Citizens would still maintain their right to appeal the Hearing Examiner's decision. In addition, Council could hold a secondary, legislative appeal to address code issues brought up by citizens. 

Most area cities choose to take the lawyering out of their Council's job description and give it to the county superior court i.e.  Kirkland, Bellevue, Issaquah, Sammamish, Woodinville, Edmonds, Seattle, Everett, and Mercer Island.  We should, too.  Only Redmond and Bothell land use appeals remain "judged" by city councils. 

After trying to participate in the review of three deforestation projects by CAMWEST, the Shauhanessy deforestation project, and Tent City review process, I agree it's time for a change. In fact, Council President Nancy McCormick described her frustration, if not agony, while presiding over the TC-4 and 172nd Ave extension appeals. The 42-lot Shauhanessy Plat/PRD drew a similar response from Nancy when an appeal to Council was remanded by Council back to the Hearing Examiner for a second Public Hearing. Shauhanassy is the longest land use review in the history of Redmond and the project still isn't built.

After thanking Ms. Allen for articulating the Shauhanessy case so well, Council President Nancy McCormick movingly stated:

"The public process may not have been violated but it was twisted. I can't keep from thinking about that couple who appeared at the Tent City public meeting and signed up to the Party of Record only to be denied on appeal to be heard.

The public needs accurate information and timeliness of an appeal, otherwise we make a mockery out of Public Hearings and caring about public involvement."


It is clear recent land use cases have demonstrated that our present public process needs fixing. The public has not been getting accurate information because their elected representatives are not allowed to represent or inform them. Conversely, staff gives full support and guidance to developers who already know the system and what questions to ask.

Councilmember Pat Vache' (and Cole, Carson, Myers) openly support the present quasi-judicial appeal process. They prefer not to give up their lawyering power in judging land-use policy. Rather, Mr. Vache' (and Mr. Myers) look at the present process as a "learning experience to get the feel for the impact of how code impacts the stakeholders". What Mr. Vache' doesn't learn about are his constituents' feelings and their understanding the project during the Review. Thus, mistakes get made (that could have been fixed in legislative appeal to council). Mr. Vache' says the Q-J process is more efficient. Shauhanssey PRD lasted years. Tent City-4 was a breath away from the State Supreme Appellate Court. Perrigo Heights,  The 172nd extension, Pearce, and Tyler Creek land use actions all took valuable time from Council policy-making duties while stressing the neighborhoods and landowners on code issues. No wonder Council work has become a full-time job.

Interestingly, Mr. Vache’ voted for the CAMWEST Perrigo Heights Plat Steep Slope Exception concluding "where else are we going to put the homes"?  Mr. Vache’ lives right off of NE 116th Street behind what later became Mosaic Meadows plat and sown 116th from CAMWEST'S huge Pearce PRD

Over time,  part of the issue is Council gets too close to the stakeholders and their judgment becomes affected, despite the appearance of distance and objectivity.

Redmond Landmarks Commission asks Council to recognize LWSD "History Day" winners

The Redmond Landmarks Commission met with City Council for their first time in a September 11 Work Session, for the most part, to discuss initiating a master plan for the "Old Town."  

At the meeting Tom Hitzroth, Chair of the Landmarks Committee, reminded Council of "National History Day" Competitions.  He announced that half of the entrants to North Puget Sound National History Day came from Lake Washington School District.  Twelve of the LWSD entrants went onto the State finals in May and three went onto the June, 2012 National finals held in Maryland to win awards.

Students work all year submitting papers, exhibits, documentaries, and even performances which are judged in March the N. Puget Sound History Day Competition.   Hitzroth sits on the judge's panel. 

Owing to the wide enthusiasm for history in LWSD, Hitzroth suggested a "Redmond Category" be  created to foster a competition between West and East LWSD students.  He felt LWSD students should be recognized in some way- perhaps by Council - at the regional, state, and national level. 

Council President Pat Vache' agreed and suggested recognition for the national winners was certainly appropriate in Redmond's Centennial Year.  Councilman Hank Margeson concurred adding that more emphasis should be placed on Redmond's native American history.  Will LWSD and the School Board take a leadership roll to extend the competition intra-district? 

Tom Hitzroth noted that Leary Way is three feet higher than it used to be and during redevelopment of Old Town, care should be taken by workers to recover any artifacts.

I little bit of history:

"I think this was a Parks and Human Service Committee meeting in 2008 or 2009.  I was Chair of the Committee, but don’t see myself in the picture.  Pat Vache' had suggested, and I went along with having our Committee meetings at key parks and human service agencies.  I thought is was a great idea, but nobody carried the idea on.  When I had Public Safety we had a few meetings away from City Hall, but you would be surprised about the pushback I got from other Council members let alone staff."

Rosemarie Ives Upset With Redevelopment Process Of Redmond Town Center

Good evening Mayor and Council.  My name is Rosemarie Ives, former Redmond mayor 1992-2007, and I am here to provide comment and some history relating to the Town Center Amendments on tonight’s agenda.  Although I would like to comment on Tree Regulations, four minutes is hardly enough time for such important issue.  Such a full agenda precludes the public from giving any substantive testimony on more than one item. I hope that Madam Mayor would consider my making a few remarks after testimony from others is concluded.

I was on the Planning Commission when the first conceptual plan for Town Center was presented in preparation of the annexation of the beloved, treed 120 acre property into the City and the heart of our downtown. The Planning Commission worked for 18 months in 1986-1987.  I was an opponent of “the enclosed mall that was initially proposed  while the late former councilmember Richard Cole was a proponent.  Once the land use decision was made, together Mr. Cole and I authored  the 39 conditions that constituted a compact with the community and that were eventually placed on the development.  In 1987, Mr.  Cole and I were elected to City Council….Together we led the council through much of its process of deliberation over the next two years.  In 1992 when  I was elected mayor, Town Center owners proposed a new open air, pedestrian and downtown oriented design incorporating the 39 conditions encouraging redevelopment and revitalization in the adjacent downtown. that was approved in 1995 in Development Guide Amendment 94-004.   Construction began in 1996.

Summary of City Council's mile long (25 item) Consent Agenda

The Redmond City Council's Consent Agenda had a list of items a mile long - some of which I will try to summarize here:

1.  The City accepted a $228,000 grant from King County for design services to relocate 3500 feet of Evan Creek in SE Redmond to open space to create spawning runs for salmon. 

2.  If you went to the Open Forum a few months ago to look at the five consultant finalists for the Downtown Park Master Plan we now know that PFS Studio won the consultant agreement.  They will have up to $500,000 in Master Plan monies to plan the downtown park.  The city touted PFS's "unique approach to recreation programming, a strong history of art and park integration, a far-reaching public involvement plan and a portfolio of well designed and detailed public parks." 

3. Over $6.2 million in construction bids were awarded to two companies to build out the Cleveland Streetscape - where Cleveland Street will be two-way with wide-sidewalks and connections to the downtown park and Central Connector. 

4. A new Human Resource Director was confirmed while at the same time 2% across the board salary increases were dished out to non-union, non-executive employees as well as police, fire and police support and non-bargaining units.  Executives will get merit increases the end of 2014 from the Mayor. 

5.  The city awarded $40,000 to LWSD for their School Resource Officer Program. 

This was Councilmember Pat Vache's last Regular Business Meeting and all councilmembers, the Mayor and past councilmembers Cole and McCormmick thanked him for his public service.  The Mayor presented Vache' with a plaque signed by the staff Directors.

UPDATED: Dr. David Morton, Redmond's Most Prolific Speaker

In my 13 years of observing and reporting on city government I can say Dr. David Morton, a citizen of greater Redmond with a PhD in Chemistry, is unarguably the most prolific public speaker in the City of Redmond, and perhaps it's history.  For six years David's been speaking during  "Items From The Audience" at the beginning of  each and every  Regular meeting held by Council. Since David's first speech on Sept. 17, 2013 he's delivered 124 prepared  four minute talks.  Besides public speaking, David participates in Redmond's "Green Redmond" program, planting trees and restoring urban forests.

David is a gentle spirit, obsessed with anything having to do with pollution in our city. An activist by nature,  environmental sustainability and pollution in Redmond are his top priorities. He works exceptionally hard with extreme persistence to raise awareness. Very rarely the city takes action but he's had a couple wins along the way.

Dr. Morton's first and longest sequence of speeches (rants) was about the pollution and smell emanating from Watson Asphalt.  He doesn't live far from Watson and was concerned and fearful that plumes of carcinogenic air were blowing into the neighborhoods.  Citing scientific and case studies, he stubbornly recommended  newer scrubbing technology but Council didn't act, though Watson quietly stopped using "cutback asphalt." So David picked another topic to harp on -- leaf blower air and noise pollution.

Redmond Council confirms Ron Gibson for City Police Chief

At its April 27 meeting, the Redmond City Council confirmed Mayor John Marchione's choice for City Police Chief, Ron Gibson, currently the Deputy Chief of Colorado Springs, CO (population 418,076).

"Throughout the interview process, Ron displayed the characteristics and traits required of a director on my management team," stated Mayor Marchione. "His leadership and management skills, along with excellent interpersonal skills, will make him a valuable addition to the City's Police Department and the community."

Councilmember Dave Carson said,  "The thing I took away from our first meeting was you are just personable and I think people really want to see that.... We were just really impressed with your demeanor your skills and background....and your personality."

Councilmember Hank Margeson said, "This police force you are about to take over is one of the elite, in my mind, not only in the state but in the nation.  I couldn't think of a better candidate to help lead those many, many leaders that we have on the streets making critical decisions every day...."

Councilmember John Stilin said:  "I like to make things pretty personal for me, and I would want to work for you.  When I heard you talk about how you would grow people -- it's something that I heard from a former boss that I had.  He called it "Sandbox Theory":  you give people a place to play, you tell them to kinda go and do the best they can do and you come up with solutions and you let them run."

Councilmember Pat Vache' appreciated Ron's "inclusiveness, openness, and getting community involved -- I think that matches well with the department we have now... and  learning how to get continuously better."

Councilmember Hank Myers is Chair of the Public Safety Committee and will interact with Chief Gibson extensively over the next 20 months. Mr. Myers commented about Gibson's "history of interaction with the community, human service agencies,  non profits,  civic agencies community agency to help  broaden the appeal and the cooperation between police department and community."

After the Council confirmation, Richard Cole, City Council President remarked, "The process to hire a new Police Chief took just over one year and has been well worth the time."

Mr. Gibson holds a Bachelor's degree in Sociology from Colorado State University, a Masters of Criminal Justice from the University of Colorado and is a graduate of the FBI National Academy and the Center for Creative Leadership.   Mr. Gibson will relocate to Redmond and begin his position as Redmond's Police Chief in June.

"Lodging Tax Advisory Committee" Stimulates Tourism

The community role of the Lodging Tax Advisory Committee (LTAC) might be described as a business tourism alliance to "increase heads and beds."  It's funded by a 1% sales tax on participating hotels. 

Dan Angular, General Manager of the Redmond Marriott of Redmond Town Center said LTAC brings Redmond Chambers, Realize Redmond, and Redmond Economic Development Alliance (REDA) together to stimulate tourism.  

Over $337,300 was raised by the LTAC last year from a 1% hotel tax. So far, 50% of the tax revenue pays "Bullseye Creative" to rebrand the "Realize Redmond" website e.g. "Paint the Town" tag was removed. $31,365 pays promoting private and city sponsored events. Councilmember John Stilin recommended allocating more funds towards the events to attract more people and less emphasis on the website.
