Redmond's John Marchione named "Best Mayor 2011" by Seattle Weekly

The re-election campaign of Redmond Mayor John Marchione began with his kickoff breakfast on May 11 and ended one month later when the Elections Department window closed and nobody had signed up to oppose him. The 46-year-old former director of finance and administration at Bellevue’s Meydenbauer Center served one term on the city council, then swept into the mayor’s office in 2007 with a nearly 60-percent majority vote. He’s neighborhood-centric in the once-small town (pop. 54,000 today), where he grew up watching its identity fade into the engulfing exurbia, and his business background helps him stay abreast in the place best known as the home of Microsoft. But first the community, then the corporations, says Marchione. “We shouldn’t predict what the next business will be,” he said at his kickoff, “but we should be a place where the next business would want to come because of the high quality of life.” RICK ANDERSON Mayor’s Office, 425-556-2101, redmond.gov

Sue Stewart states why she's running for Redmond City Council

 UPDATED: Sue Stewart, a 30-year resident of Redmond is running in the November 2011 election for Redmond City Council Seat 7. Who is she? And, why is she running for this office?

Ms. Stewart provides answers in a newly published Municipal League of King County 2011 questionanaire. The " Muni League" of King County rated Sue Stewart "Very Good". Her opponent, Council member David Carson is rated "Good" by the League. (I'll write-up David next.)

In July, the Municipal League released valuable information about the political history of the candidates. Sue lists the following history of her work for the City:
  • Code Rewrite Commission, September, 2009 - November, 2010, Vice Chair
  • Budget By Priorities, "Results Committee" 2008
  • Parks and Trails Commission, 2002 -2007, Chair
  • BITI Committee, (Business Tax Transportation Improvement) 1996 -2003
I live in the same Education Hill neighborhood as Sue and know of her experience and participation with neighborhood traffic and safety programs, land use development process and the LW School District.

Stewart wrote the following one-page statement answering the Municipal League's questionaire question: "Why are you running for this office"?

"My family and I have lived in Redmond since August 1981, when I began my current position as a Safety Officer for METRO Transit. I initially chose Redmond for its proximity to work but quickly fell in love with both the environment and the deep sense of community. Read More >>

Neighborhood Commercial: Grocery stores in neighborhoods?

BACK IN TIME:  This 2011 report explains how the City plans to zone commercial businesses in our neighborhoods.  

Grocery stores in neighborhoods? Coffee shops? Supermarkets?  Retail? Fruit and vegetable markets?  Will our neighborhoods be rezoned someday to allow for these businesses?  

On June 14, 2011 Redmond City Council spent another of many "study sessions" reviewing "neighborhood commercial" (NC) rezoning.  Planner Kim  Dietz's goal was for council to decide on where NC can be situated in the community and how to prevent "commercial creep."

The NC rezone method agreed upon by council includes certain requirements :
  • no more than one commercial development concentrated in each of six different neighborhood areas spread throughout the city.
  • rezones are no larger than 1-acre and predominantly near residential.
  • development must be in close proximity to one of  the following three concentrations: a business, home, or recreation e.g. park. 
Vice President Pat Vache' noted this criteria will keep development on NE 116th only at both ends of the road, east and west. Councilmember Hank Margeson commented earlier this year that the "PCC" development on 116th and Avondale was an example of a good neighborhood commercial development.  Councilmember David Carson was concerned NE 116th could turn into a strip mall.  Vache' reminded Carson only one NC rezone was allowed per neighborhood area.  

Councilmember Kim Allen said "from an historical perspective NC has always been around." Councilmember Hank Margeson said, NC "is more open today but, is not wide open". 

Planner Kim Dietz reminded council that "none of our neighborhood plans (citizen advisory committees) say 'no' to neighborhood commercial.  Some were silent or speak to general support or a higher level of support..."   The Bear Creek neighborhood had a high level of support.

Margeson referred to his experience on the Education Hill Neighborhood Advisory Committee when citizens were committing to keeping an open mind.  He said  "The advisory committee was asked: do you want to encourage NC more?,,, find a spot where it might fit?,,, vs. a simple 'yes' or 'no' question." 

Councilmember  John Stilin wanted to understand what "keeping an open mind meant."   The Idlewood Neighborhood process requires a land use review in addition to a rezone. When pressed, Planner Dietz said neighbors could "opt out" of a project but, the final decision rests with Council. President Richard Cole clarified that when a developer applies for a project in any neighborhood, it would have a "review panel" (composed of neighbors and staff).  Vice President Pat Vache' concurred and the entire council,  agreed in silence.   
 
Council's final review was centered on concerns of 7/11 type convenience stores. Cole is extremely outspoken against these stores in our neighborhoods, as is Allen.  Councilmember Allen, a land-use hearing examiner in Kitsap, said these types of stores would be "regulated out" by hours and large signage.  Stilin said the focus should be on "aesthetics".  "7/11's" have a limited line of goods.  The types of projects allowed by council are:  supermarkets, fruit and vegetable markets, retail, cafeteria, restaurants, take-out, coffee shops.  Councilmember Hank Myers said all commercial projects would be subject to the Design Review Board.  Council will review the development criteria every five years.   

Citizens may comment at the Hearing scheduled for July 19Council has a final study session on August 9 and will vote on it September 6, 2011.

OPINION: The sidewalks on 166th Ave. are dangerously narrow

OPINION:  Two weeks ago and a woman running along a road in Chelan was hit and killed by an old man who fell asleep at the wheel.  Could it be a matter of time before a car loses control on 166th and runs into a pedestrian or bicyclist....or worse, a group of kids?  Children may walk in groups to be more visible to traffic and feel safer?  The oldest and tallest child usually walks closest to the street or on the curb. 

The traffic and safety on 166th Ave. has been under the watchful eyes of citizens, city council and administration for years. In the 2007 election one of Brian Seitz's campaign pledges was to slow the traffic and widen the sidewalks and bike lanes on 166th with 4:3 conversion.  The conversion was partially implemented. (Brian lost to Dave Carson by 200 votes).  Objections were concerns of trucks and buses plugging up traffic.   Carson and Cole were particularly focused on freight and buses.  Sue Stewart said Metro bus slowdowns on a conversation wouldn't be significant.  She works for Metro in Safety.  A few weeks ago, Councilmember John Stilin strongly indicated the conversion should be completed.

When you look at the video, picture a bicyclist coasting down the hill between the kids and a car.  No wonder so few bicycle here.  It's surprising to see so many pedestrians using the sidewalks.  Drivers often react by swerving away from small groups.  

Do you think 166th can take the traffic?  Do you think the city should finish the conversion?  The city put in red lights to improve safety at key intersections.  Should the city build safety improvements on 166th with proceeds from red-light tickets?  What do you think?

ELECTION: Sue Stewart challenges Dave Carson for Redmond City Council Position 7

Ms. Sue Stewart filed this afternoon for Redmond City Council Position 7.  Sue is challenging Dave Carson a one-term incumbent. 

Ms. Stewart is a past Chair for Redmond Parks and Trails Commission, recently served as Vice-Chair of the Code-Rewrite Commission and has been active in neighborhood land use and traffic issues.  Sue is a graduate of the city 2011 Citizen Academy.   She works for King County Metro and lives on Education Hill.    Facebook: "Sue Townsley Stewart

UPDATED: Councilmembers David Carson and Hank Myers conditionally prefer 2-acre "cluster" developments in neighborhoods; Margeson opposes "strips".

UPDATED, 6/20/11:   City Council held a Study Session on 6/14/11 reviewing and clarifying the three methods for zoning "neighborhood commercial".  The complete discussion can be found on hour 1:58 of  the meeting tape: http://rctv.redmond.gov/ondemand/CC06142011.wmv.  The preferred rezone method (C-1) was defined as:  a.) only 1 commercial rezone allowed in each of six different neighborhood areas, b.) the rezone is required to be concentrated in proximity to one of three criteria:  business, residential, or recreation; prominently residential.  C-1 is the method of choice by staff and council.  Myers and Carson preferred the C-3 method, defined as:  market-based, no requirements for proximity other than 1-acre rezones must be separated by 1/2 mile.  Neighborhood commercial rezone must be along collector roads or larger.  Carson suggested the option of grocery stores or establishments in converted residential housing.  Council decided 24-hour convenience stores with a "limited line of goods" (like 7/11) and signage aesthetics unapproved by the Design Review Board would not be acceptable. Public Hearing is set for July19 at City Hall. 

For quite some time, Redmond City Council and city staff  have been studying and planning policy options for creating "neighborhood commercial" zones in our neighborhoods. Fewer car trips to downtown centers, conveniences, and neighborhood gathering places are a few goals.

A significant piece of Neighborhood Commercial policy is "implementation" of size, proximity and types of businesses in the neighborhoods. Councilmembers Allen, Vache, Margeson and Stilin firmly agreed to:  locating commercial within walking distance (~1/4 mile) of residential concentrations (12-30 housing units/parcel) and parks. (Option C-1)  (SEE UPDATE)

Preserving neighborhood character is paramount to council.  Councilmember John Stilin commented, "I'd rather have a neighborhood begging us to open up to development, than be pushed..."

June 6, 2011. Eight (8) elected officials in Redmond are up for re-election in November but no one has filed to run against an of them.  The filing deadline is June 10.  A three-day filing extension is possible. 

The following incumbent positions are uncontested.  If no one files to run against them, each remain in office until the next election.   Click for the latest filing information and candidate resources.

Dave Carson for Redmond council  (incumbent) 4-year term, uncontested candidates stay in office two years until 2013 election at which time the position will be open again.

August Kempf for Evergreen Hospital County Commission District 2  (incumbent)  6-year terms
To run you must be a resident of the Redmond/Sammamish district; stipend of $107/meeting.  *If no one files Kempf stays in office until the 2013 election.  Hospital commissioners make policy decisions on levy money allocations. Comment:  In my two meetings with Mr. Kempf, he advocated the use levy funds for debt service.  74% of the $15 million levy monies goes to debt service to finance Evergreen Medical Center growth; 26% goes to community health.

Chris Carlson for LW School District Board of Directors (incumbent) 4-year term.  To run for this office you must be a resident of the Kirkland area.  *Uncontested candidates stay in office til 2013 at which time the position will be open again. 
Jackie Pendergrass, LWSD Board of Directors (incumbent)  To run for this office you must live in the Kirkland/Juanita area.
Ravi Shahani, LWSD Board of Directors, (incumbent).  To run for this office you must live in the Redmond area.  UPDATE:  Siri Bliesner filed for Position #5.  Ravi Shahani incumbant for Pos. 5 hasn't filed as of 6/8.

As of 6/9, Carlson and Pendergrass have filed and all the City incumbents. Shahani and  Kempf haven't filed.

UPDATED: Council meeting on "Neighborhood Commercial" sheds light on candidates Carson, Myers, and Margeson

UPDATED OPINION:  City council met on May 24 to study "Neighborhood Commercial"(NC).  It's a big deal because they're setting policy on permitting commercial business in our neighborhoods.  Councilmember Allen succinctly described NC as "something you walk to, to get things you need."   Do we want "7-11 convenience stores" on Education Hill, North Redmond, Grasslawn, or Idylwood (View Point) neighborhoods?  'Clusters' of projects?   *Something different or in-between?  Or nothing at all?  *Council re-affirmed from previous meetings, the form of NC they want are cafe's, small grocery stores, spas, professional services, near parks (culture, rec, and government) on 1-acre parcels within .25 miles walking distance from neigborhoods. 

Neighborhood Commercial is an emotional, political issue and something new to Redmond. The May meeting offers fertile ground for insight into how councilmembers think and make decisions. This post (and others) will focus on the three councilmembers running for re-election this year - David Carson, Hank Myers, and Hank Margeson. I hope the review will encourage engaged citizens to run for a council office in the spirit of building a healthy, vibrant Redmond.

Council broke their May 24th study session into three parts: zoning, public notice process and implementation.  Richard Cole was absent.

ZONING:  Rezoning was the shortest conversation.   Council decided:
  • NC wouldn't be allowed in  low density residential property, like horse acre properties (R-1)
  • Business Parks and Commercial Parks could have delis but no 7-11's, nail salons, dentists, etc.  (Margeson and Myers made a point of this)
  • 3-acre residential couldn't be rezoned to NC with the exception of 1) the PCC shopping area on 116th and Avondale and 2) the shopping area on Old Redmond Road and 132nd Avenue.  Myers and Margeson both agreed the shopping areas were stragegic to their neighborhoods.  Myers pointed out their 1+ mile distance from Redmond urban centers and so greater residential need for services.
I watch most Council meetings.  During council meetings in general, it's common for Hank Margeson to lead on neighborhood issues.  (Mr. Margeson was on the Education Hill Advisory Committee and Parks Board.)  In this session, Mr. Margeson actively contributed to the conversation about 5 times and Mr. Myers about three.  Mr. Carson had very little to say.  He asked staff a short question about Overlake Technical Center; and mentioned "a deli."  Council's entire conversation on rezoning lasted 20 minutes.

Neighborhood Public Process is the next subject of my next post.  It's really important to Council.

Marchione Administration holds "networking meetings" for Education Hill and North Redmond residents.

OPINION:  One of Mayor Marchione's goals this year is to improve government transparency in the Neighborhoods of Redmond, including Overlake.  John's Administration is implementing  "The Neighborhood Network" program to build on city government visibility, networking opportunities and awareness of our neighborhoods.

Education Hill and North Redmond Network Neighborhood meetings were held earlier this month.  Per 2010 US Census, the Education Hill neighborhood population is ~12,000 residents; the North Redmond neighborhood population is ~ 4,000 residents.  This census information and the following letter from Kim Dietz was generously provided by the Marchione Administration upon request.    B.Y.

Redmond Mayor Joins Nation-wide Civility Accord

Redmond, WA – Mayor John Marchione announced Monday that he joined mayors across the country in signing The U.S. Conference of Mayors Civility Accord, pledging his commitment to six principles of civility and exhibiting and encouraging personal qualities emblematic of civility.

The Accord was proposed by Tucson, Arizona Mayor Bob Walkup following the tragic shooting in his city and then presented to the nation’s mayors by the Conference’s leadership at the start of the Mayors’ Winter Meeting, held January 19-21 in Washington, D.C.

During the three-day session, nearly 150 mayors signed the Accord, while 50 more have signed the Accord in the days following the meeting.

Spotlight on Redmond Councilmember Hank Margeson

Spotlight on Hank Margeson,  Education Hill neighbor and Redmond City Councilmember

OPINION:  In many respects: Hank is Redmond.  You may pass him on the Power Line Trail walking his dog Dizzie.  Or find him umpiring a baseball game at Hartman Park, or touring Perrigo Heights development with concerned citizens.  One day, Hank tipped me about a black bear his friends saw at RHS.  Patti and Hank have donated hours to Farrel McWirther Park's Pony Club. 

I bump into Hank all the time.  We've met at the first Digital Arts exhibit, the Sonic Forest event, a Leadership Eastside conference and neighborhood meetings. Hank and Patti raised two children in LWSD schools; he worked the phones for past Levy Committees.  He cares deeply about our schools.  At Christmas time we always drive through their neighborhood and enjoy their manger scene and lights.

Hank's work output is phenomenal.  He has two "full time jobs" -  Safeco and Council!  Hank was recently promoted at Safeco (or is it now called Liberty Mutual)?  He was recently appointed Council Chair of Public Administration and Finance.  Two years prior, he took on the big job of chairing Planning and Public Works. Hank is also current Chairperson for the Redmond Disability Board.

On top of his regular job and Council work, Hank took the reigns from Concilmember Cole to represent Redmond to the Suburban Cities Association Policy Issues Committee (PIC) in 2009.  This is a huge job - by importance and work load.   PIC works on regional growth management issues.  In addition, this month  Mr. Margeson was appointed Redmond's "alternate" to the Cascade Water Alliance board.  Cascade Water is building a pipe to supply water from the mountains to eastside cities. 

How did Hank attain such heights of community leadership?    1)  He has a Masters in Public Administration, 2) is a baseball pal with Mayor John Marchione,  3) a four-year volunteer on the Parks & Trails Commission and 3) three-year volunteer on the Education Hill Citizens Advisory Committee.  4)  is on the Recruiting Committee of  "Leadership Eastside" and 5) was a Redmond West Little League board member.  He takes leadership positions in almost everything he does.

Hank Margeson's myriad of leadership experiences attest to his acumen for leadership and consensus-building on Council.  I'm posting his picture so you will recognize him around town.  Will you wave hi to Hank next time you see him?  I guarantee you'll be rewarded with a smile, in the least.  You can also watch Hank on Channel 21 TV Tuesday's, at 7:30pm or read the Minutes of his Finance meetings low on this side bar.  Contact Mr. Margeson at:  hmargeson@redmond.gov

Councilmember nicknames & the new dynamic

Opinion: It just dawned on me how many Readers may not know what our council members look like or even our Mayor. In attempt to match a name and personality with a face I came up with some nicknames. I'm just throwing these out for fun. Do you have any other nickname ideas? They've got to be better than mine!
Council dynamics is picking up lately. With 'Venerable' Pat Vache' (right) and 'Adaptable' Kim Allen (left) both running for re-election later this year it's starting to get fun watching Council on TV. Alliances appear to be forming. 'Adaptable' Allen has been eagerly backing 'Statesman' Cole, especially when 'Wiser' Myers says something irritating to the Statesman. 'Her Majesty' eagerly throws support to the 'Venerable' Vache'. So far, no one has filed to run against Vache' or Allen. Does anyone have a candidate suggestion or idea?
'Her Majesty' Nancy McCormick has decided not to run after 26 years (I think) of continuous service. John Stilin, Arts Commissioner, has stepped up for the City to run for Nancy's seat #6. I saw John getting aquainted with Planning & Development Director Odle in the audiance seats and soaking up his words at the last Council meeting. Hank Margeson is Most-Likely-to-Succeed for many reasons. But, for now, let's just give him the "Most Improved Award". I may be wrong, but it looks like 'Marvelous' Margeson is being groomed for Council President or Council V.P.
You should tune-into RC TV21 on Tuesday's, 7:30p.m. and check the new (ever changing) dyanamic. You can probably come up with a better nickname or "read them" differently. The more nicknames and fun the better! Any suggestions?

1.3% annual property tax/levy increase approved in Council's budget


Council approved the 2009-2010 budget 7-0 this week. They approved the 1.3% property tax*/levy lid increase 5-2, with Council members Kimberly Allen and David Carson dissenting. (pictured here)

According to the "Budgeting by Priorities" manual General Fund revenues are expected to grow approximately 3% over the next two years to $142 M. The $142M does not include the Capital Budget which is expected to grow by 8% to $234M to pay for the massive infrastructure expenses we see around town. The city has a AAA bond rating and is taking advantage of their superior rating to borrow approximately $30M for the Bear Creek Road Extension.

The biggest bone of contention on the Budget was the 1.3% property tax/levy increase. Ms. Allen and Mr. Carson could not find a clear need in the budget to justify the tax increase. The increase averages about $15/year for an above-average priced home. Most council members felt they needed the money to manage inflation. The Mayor felt he needed the money to "steady the foundation, to keep from listing one way or the other." Mr. Mayor kept talking about "a hole" Redmond government would dig if the tax didn't go through. He referenced Kirkland's problem.

Mr. Carson and Ms. Allen where more concerned about the average citizen scraping by in this historically weak economy. Even though the tax was minor, historic, prolonged unemployment and precipitous housing prices are exceptional times for citizens. Ms. Allen felt the city had enough money for the next two years to justify cutting out the property/levy tax.

Council President McCormick justified the tax increase to the cost of inflation of the city supplies. Approximately 80% of the cost of Redmond Government is paying salary and benefits to city workers. Council passed a $538,000 Human Resource "compensation program" to manage salary reviews, improve efficiencies and be more proactive. Council member Vache, who has career experience in human resource contracting felt the program was expensive but went along with the Mayor.


Council member Myers was the only council member that made a concerted effort to find specific ways to cut the budget. He recommended cutting: 1) the $207,000 cost for a "road button reflector truck", 2) $20k travel and tuition for council, 3) $100k/year for a compensation analyst and 4) a review of pub/private $570,000 spent on community events (Holiday Lights, Derby Days, etc.)

Mayor Marchione has invaluable experience in financial administration and is building an reputable and effective finance team -- Micheal Bailey, Dir. of Finance and Melissa Files, Finance Manager. The AAA city bond rating is a tribute to their excellence. Mr. Marchione's team has a goal of saving $1.6M over two years through greater efficiencies.

Council Finance Chair Richard Cole efficiently ran the "Budgeting By Priorities" program. Mssrs. Margeson and Myers were on Mr. Cole's Finance Committee. Six "Results Teams" of six staff and one citizen each ranked the budget priorities. Mr. Mayor appointed the six citizens. If citizens want to have a direct influence on council and staff in shaping the budget next biennium you may want to notify the Administration. of your interest in a Results Team.


*Mr. Bailey, Dir. of Finance wrote a Letter of Clarification on 11/25/08. He described the 1% property tax. No mention was made of the parks & safety levy lid tax increase. (.3%)

9/6/2006, Citizen Guide to City of Redmond Government

My entry today is in memory of my Dad and his good works for his community. September 28 is the birthday of my father, Joseph D. Yoder, Jr., an appointed & elected 'city councilman', Public Works Committee, Village of Tequesta, Florida.

Council members get paid about $800/month. I'm guessing they may put in 25 hours of work a week, maybe more. The "council core" is McCormick, Cole, and Robinson. They have been members for over 20 years each. Nancy McCormick, past planning commissioner, from Montana, is President of council. Pat Vache is Vice President. Mr. Richard Cole is a past planning commissioner and was Council President prior to Ms. McCormick and lives in North Redmond.

Vice President Vache goes back to the days when the Planning Commission was first formed in Redmond. During Mayor Himes term he supported keeping the Redmond Golf Course. He was appointed by the Mayor in 2003 and elected in 2006. He works at a small business and lives off of NE 116th Street, a view corridor. He avidly supports the development community, as does Cole and McCormick.

Councilman Jim Robinson is slightly moderate. I've revised my opinion on his stance on growth. He is definitely pro-growth though did vote against the "steep-slope exception" which allows utilities on steep slopes. He was on the Sensitive Area Ordinance CAC years ago. At the Critical Area Ordinance Public Hearing he motioned to keep the wetland buffers to remain unchanged -- narrow. (No one seconded).

Jim works in a cubicle for Boeing in procurement as a financial analyst and is proud of his worldly travels. He lives in the View Point Neighborhood adjacent to Marymoor Park. Among Mr. Robinson's contributions to the city are close relationships with Mayor Ives and her staff....dedication and intellect. He appears sensitive to the "green" element but as Council Park's Chair he did not push to negotiate for Perrigo Heights acquisition.

I think Jim was first on council to acknowledge global warming. Jim voted against the financing scheme for the new City Hall. He labeled City Hall art "razor blades" and lost support of the Arts Commission Co-Chair.

Planning commissioners Charlie McCarthy and Martin Snodgrass, strong pro-growth planning commissioners, have endorsed Jim in his run for Mayor. Planning commissioners Parnell and Querry endorsed Jim; Parnell, McCarthy, and Snodgrass voted against the designation "Riparian Habitat of Local Importance". Mayor Ives recently endorsed Mr. Robinson, as well as Mr. John Couch, 30-year Parks Director. With the exception of Ms. Allen, it appears THE OLD GUARD is backing Jim in his race for Mayor.

Mr. Cole is a retired Boeing CPA and tends to be the council penny pincher. His values of pragmatism, frugality, and independent thought. Unfortunately, Cole's decision-making skills often compromise and his decisions can be abrupt. Mr. Cole is resourceful and considers himself a nerd on news. An autocrat by nature he can be unbending and single-minded during deliberations, especially with Rosemarie present. He is pro-growth.

With the Microsoft agreement to accommodate 12000 new workers to Redmond within the next ten years it is impossible for any candidate not to accept growth. 

Ms. Nancy McCormick is retired from the insurance business with strong connections to business, though she plays the neighborhood advocate well and does care. Years ago, Nancy was a planning commissioner. Her ego will occasionally rise up and overshadow planning and park commission advice.

MISC: Cole and Vache are on the Board of the Chamber of Commerce. Cole and McCormick both have strong survival instincts and attentiveness to the people. Cole and McCormick have been the target of divisive criticism from Mayor Rosemarie Ives. Robinson has a good sense of humor and wit and Marchione will make you chuckle occasionally. A good sense of humor goes a LONG way during boring government meetings, especially if you watch as many as I.

Messrs. Marchione, Resha, and Ms. Allen all live on Education Hill and are the junior councilmembers with Allen being elected in 2006.  

Ms. Allen was a highly respected planning commissioner by her peers and the mayor and was an attorney from Scottsdale a few years back. She is a moderate, a "compromiser" and more than any councilmember has fresh ideas about how and why to involve the public in decision-making. She has the ability to get to the root of an issue and get beyond 'ego'.

Mr. John Resha is a bright, young, complex council member enthusiastic about his role. He withdrew from the 2007 Election citing need for quality family time. He plans to continue public service. He promotes public engagement.

Mr. Resha's neighborhood was negatively impacted last year when a short plat with towering homes was constructed with only a 5 foot setback from the neighborhood backyards. Sadly, his neighborhood view corridor was destroyed along with backyard privacy. A For Sale sign is on his property (6/07). Though Mr. Resha dislikes regulation, It's too bad Mr. Resha's neighborhood didn't have the same opportunity as N. Redmond CAC to regulate the "look and feel" standards for their community. It's possible Mr. Resha carries some "baggage" to the dais on certain neighborhood issues, perhaps as a result of this neighborhood design flaw.

Mr. Resha is an "expert" on transportation issues and works for a "traffic association" (WSDOT?) - He was Parks Chair during the Perrigo Heights march and 3.5 acre acquisition. I think John adds a valuable perspective to the Council and works hard with creativity, smarts and compassion for Redmond and the neighborhoods. John announced June, 2007 he would not run for a second council term. John spearheaded a new land-use Public Notice policy measure to improve neighborhood awareness of land-use process.

Mr. John Marchione is an amiable, bright first-time councilman. He has been very active in Hartman Park Little League with his family. I think he was past President of the league. John has been CFO of the Meydenbauer Center for 10 years. He is influenced by the development community however chooses to proactively shape growth rather than "be shaped". John is a leader on city finance and budget issues and currently Council Chair of Finance. John is probably the most capable candidate for managing staff and keeping costs in line. Burnstead and the and Eastside Business Assoc. endorse him as well as the neighborhoods. He supports the intersection light at 104th & 166th but appears undecided about the re-channelization of 166th. Ms. Vache is his campaign manager with Cole & McCormick & Resha & Vache supporting him in his bid for Mayor. Council candidates Margeson, Conlin, and Carson endorse John. Marchione has strong regional presence.

Marchione is a Board Member of the Cascade Water Alliance -- an important muli-jurisdictional organization responsible for assuring our water supply in years to come. The mayors of Kirkland, Bellevue and Duvall endorse John. Mayor Ives does not. Like his mother, past-Mayor Doreen Marchione, John has strong "administrative" skill sets. I think his degree is in Public Administration. Of bureaucratic bent (job, education) Mr. Marchione is appearing more involved in contributing to outcomes of cultural initiatives. He appears to make decisions and "vision" by exploring the collective inputs of Redmond's diverse citizenry. John leads by consensus-building. He style is "management- decision-maker" rather than the "charismatic-delegation-style" of Mayor Ives.

Honorable Councilwoman Kim Allen kallen@redmond.gov is the cities newest council member. (6/07). She was supported by Rosemarie Ives during her Election a couple years back. Last time I checked, Ms. Allen was endorsing Mr. Robinson. Kimberly is a lawyer and she is smart. Kim moved up from Scottsdale, AZ about six years ago. She was a leader on the Planning Commission for a few years and was endorsed by all 6 commissioners in her run for council. (Mayor Ives appointed the commissioners and council approved). Ms. Allen is a strong advocate for any citizen that speaks up for the betterment of the city.

One of Allen's goals is to upgrade our city website. My Neighborhood blog probably wouldn't exist without her encouragement. She is a strong defender of Citizen Advisory Committees. She is upset with the "blanket" land-use zoning 12 years ago that led to the Perrigo Heights, Avondale Crest, and Tyler Creek project mistakes. Kim is a strong advocate for reworking city Public Notice policy to improve public participation in land-use project. I could easily go on about all the good Kim has brought to Redmond in only 2-years.

Ms. Holly Plackett has been one of Redmond's most dedicated public servants over recent years. She was a Redmond planning commissioner for 6 years and councilwoman for 4 years. She lost her council seat when running unsuccessfully against Mayor Ives in the Election prior to 2007. She wants to make staff support and information more accessible to council than Mayor Ives did. Holly wants to restore trust in the Administration. She wants an audit of the city books. She is pro-neighborhood wanting citizens involved before decisions are made. Holly has no desire to raise taxes on small businesses. She is probably the most "GREEN" . She has issues with Planned Residential Permits. However, with the Microsoft Agreement requiring accommodation of 12,000 new workers to Redmond, Holly will have to make significant personal concessions to growth, if elected mayor. Holly lives in the Grasslawn Neighborhood and works at a Redmond bank. Probably, her strongest asset is "citizen advocate" and persistence to serve.

The Planning Commissioners planningcommission@redmond.gov are some of the most informed, dedicated, tactful, and challenging (!) group of Redmond citizens I've attended many of their meetings in city hall. The don't get paid. I have great admiration for our Planning Commission. They are incredibly hard workers, good listeners, and can be quite entertaining when a delicate situation needs to be settled. Occasionally confusing and time-wasting "Code-speak" appears to be used to keep the viewing public confused and content "off the record". It is important to note all Commissioners and Boards are appointed by "a" mayor and approved by "a" Council so they are under their influence! They're kind of like judges. And, I would ere not to acknowledge the city staff support, Sarah Stiteler and Terry Marpert.

Other Commissions and Boards get less public exposure than the Planning Commission. If fact, sometimes it seems city staff get more public attention than the Mayor's appointed Arts and Parks commissioners. Arts Commission is contacted at rac@redmond.gov . Parks Board is reached at parkboard@redmond.gov. Public and council exposure has been on the upswing this year. Arts commissioners hold 3 meetings/year on RC-TV 21 and Parks commissioners presented the 2007 and levy proposal with great success.

Recently, I've seen Lori & Martin Snodgrass presenting to Council on several occasions. They are strongly aligned with Mayor Ives and her staff and endorse Robinson for Mayor. This intelligent and dedicated 'Snodgrass citizen-team' have given countless years of public service in representing Redmond citizens (and elected). It is my understanding, Lori has chaired the Parks & Recreation Board of Commissioners for years; and ran for Council office. I think Lori is retiring from the commission after 9 years of service. (6/07) And, it is my understanding, 'Marty' has been a planning commissioner for years and Chair of the commission for over 6 years. The 'Snodgrass dynasty' is one that will be remembered.

Planning commissioner Charlie McCarthy persuasively represents the development community interests and endorses Robinson for Mayor. He is 101% pro-growth. My comment: Growth means jobs and jobs are good, as long as it is proactively controlled and approved within reasonable design standards and with regard to citizen values, affordability, and quality of life. The Microsoft Agreement is a growth engine without a "governor". We are "out of control". Mega-houses consume land and resources for the few and must downsize to make the best use of developable land for all.  Higher density development of the downtown is under-utilized.

It wouldn't be fair not to acknowledge Mr. Richard Grubb, past city councilman, present city activist. He is an advocate for citizens needing help on protesting problem land-use projects and outspoken like Cole.  

STAFF: Speaking of "the top", the Acting Director of Public Works, Mr. Bill Campbell bcampbell@redmond.gov career responsibilities advanced on MARCH, 2007 when Mr. Rhodes retired. Mr. Campbell is co-anchoring with Mr. Rob Odle, Planning Director, the powerful Land Use Technical Committee that makes all the major land use decisions (other than appeals to council & the state supreme court). Mr. Odle is the "Code Administrator" giving him powerful latitude to interpret our Development Guide ordinances according to staff and the Mayor's needs. Mr. Odle is "The Administrator" of all proposed development project. Senior Staff, like Steve Fischer, would coin him the "queen bee" while Steve is just a "worker bee" carrying out the decisions of his superiors. Judd Black, development manager is "the point man" all most land-use hearings (appeal and public). He is "the defender" of the technical committee and of the developer. The Assistant Planner, Jim Roberts wears many hats but appears to be the "dealer" or negotiator between the city and the developers. He manages the Development Dept. Jim has an expressive, likable outgoing personality, but there is little question his job description is to "keep the growth engine revved".  Mr. Roberts interviewed me 3 times about Public Notice inadequacies but took little change-action.

Public Works is the largest city department per budget dollars, # of employees. Mr. Rob Odle, Planning and Development Director, lives in Redmond in the N. Avondale area. Mr. Odle has strong regional presence and is responsive to citizen comment. He was promoted from Policy Planning Manager in 2005. rodle@redmond.gov [under construction for thee 2007 election]
