Update: The owner lined the perimeter of his store with heavy 6-foot cement blocks firmly bolted ~ 4 inches from the sidewalk and utility box cover. Electric bikes and pedestrians are safely walking and running on the sidewalks while protecting the business. The city didn't pay for these safety/property protection enhancements.
