  1. I was told once that LWSD/all public SDs are not allowed to account for future growth when building (or can only build for 5-10% overage compared to current estimates). We have seen repeatedly that schools are overcrowded *on the day they open* - is there a financial or legal reason not to build, say, 2 or 3 extra classrooms??

  2. Poor planning on space issues coupled with the "destroy and rebuild" tactic are head scratchers. It does seem to me that the bureaucrats in general don't understand the meaning of the terms "limited budget" or "best bang for your buck".
