City Council

Redmond has a strong Mayor/Council, non-partisan form of government. Seven council members and the Mayor, all representing the community at large, are each elected directly by the people for staggered four-year terms. The City Council adopts the City budget, establishes law and policy, approves appropriations and contracts, levies taxes and grants franchises.

The City Council meets for business meetings on the 1st and 3rd Tuesdays of each month. The alternate Tuesdays are Council Study Sessions.  All meetings are held at 7:30 p.m. in the Redmond City Hall Council Chambers, unless otherwise noticed.

Angela Birney

Angela was elected to her first term on the Council in 2016. Prior to that she served as the chair of Redmond’s Parks and Trails Commission. Angela is a Washington native and grew up in Eastern Washington. She moved to Redmond in 1998. Formerly a middle school science teacher, Angela has a Master’s degree in Education from Heritage University and a Bachelor’s degree in Biology Education from Eastern Washington University. She lives on Education Hill with her husband and daughters. Her hobbies include walking, reading, and travel.

David Carson

David moved from Southern Oregon to Redmond to work for Microsoft in 1991 and works as a Software Test Engineer. He graduated from Oregon State University with a Bachelor of Science degree in Business Management. His hobbies are riding motorcycles, cooking and playing in Redmond's recreational softball league. He lives with his wife Danielle and pets in the Viewpoint neighborhood of Redmond.

Dayle (Hank) Margeson

President, City Council

Hank has served on Redmond’s City Council since November 2007 and is now serving his third term. He represents the City at the Sound Cities Association Public Issues Committee (SCA PIC) where he served a term as the Vice-Chair and is the current Chair of the SCA PIC Nominating Committee and a member of the SCA Board of Directors. Hank has been appointed to the Puget Sound Regional Committee’s Growth Management Planning Board, serving as the SCA Caucus Chair, and the King County Regional Transit Committee. He also serves as President for the Northwest Baseball Umpires Association board and is immediate past president for the Eastside Timebank board. Prior to election to City Council he served on the Parks and Trails Commission and was the Vice-Chairperson for the Education Hill Citizens Advisory Committee. Hank works for Liberty Mutual (Safeco) Insurance as a Senior Compliance Analyst and holds a Bachelor’s degree in Criminal Justice from Washington State University, and a Master’s degree in Public Administration from the University of Oklahoma. A 23-year resident and living on Education Hill, Hank is married to Patti and has two grown children. Active in local sports, he coached youth soccer, baseball, basketball and currently umpires local high school baseball games.

Hank Myers

Hank has served on Redmond’s City Council since January 2008 and is now serving his second term. He has served on advisory boards for Metro Transit and the Bellevue School District. Councilmember Myers is the Director of the Eastside Friends of Seniors, and serves as Chair of the Board of the Together Center in Redmond. Hank began his professional career with Hughes Airwest as a regulatory affairs specialist and since 1980, has served as a consultant in transportation economics, including aviation and surface issues. He has a Bachelor’s degree in English from California State University. A 38-year resident and living in the Viewpoint area of Redmond, Hank is married to Christine and has two grown children. He likes to spend time volunteering with Green Redmond and at the Center for Wooden Boats.

Tanika Padhye

Tanika Padhye was appointed to the Redmond City Council in March 2017. Prior to council, Tanika served on the Planning Commission and Parks & Trails Commission. Tanika is originally from Houston, Texas. She graduated from Texas A&M University with B.S. in Psychology and then went to Northeastern Law School for her J.D. During her legal career she worked in the public sector for the City Attorney’s Office in Berkley, San Francisco Public Utilities Commission, and the Seattle Office for Civil Rights. She moved to the Pacific Northwest for her husband’s job at Microsoft and has lived in Redmond for 13 years. Tanika lives on Education Hill with her husband Jitu and their two sons.

Byron Shutz

Byron has served on Redmond’s City Council since January 2014 and is now serving his first term. He represents Redmond on the Eastside Human Services Board. Bryon is a community advocate for public school funding issues at the local, regional and state level and also serves on education advisory and foundation boards. Originally from Kansas City, Missouri, Byron moved to the Eastside in 1987. He worked as a commercial real estate executive and then founded an outdoor equipment design and manufacturing business in Seattle. He has a Bachelor’s of Arts degree in Anthropology from the University of Colorado. A 20-year resident and living in the Idylwood area of Redmond, Byron is married to Susan, and has two children. Both children attend LWSD schools. He enjoys supporting his children’s sports activities, backpacking the Cascades, and flight simulating historical aircraft.

John Stilin

John has served on Redmond’s City Council since January 2010 and is now serving his second term. He represents Redmond regionally as a member of Eastside Transportation Partnership and serves on several Puget Sound Regional Council and King County boards and committees focused on economic and community development, and growth management policy. He is the recipient of two Golden Acorn Awards, the first from the Rockwell PTSA and the second from the Lake Washington Council PTSA for his volunteer activities at Rockwell Elementary School. John grew up in Milwaukee, Wisconsin, where he graduated from the University of Wisconsin-Milwaukee with a Bachelor of Business Administration. After working in the computer industry for many years, he moved to Washington in 1991 to begin a career at Microsoft. A Twenty-two year Redmond resident, John lives on Education Hill with his wife, Sherry, and their three sons. He is a musician and enjoys competitive sailing.
